But you can ban all public proxies and use some kind of antifraud if it is critical for you. Add a captcha in case of suspicious activity (for example, show the user a captcha if he wants to "like" a "post" that has been suspiciously actively liked lately)
An IP address is now generally considered a fragile attribute and is not directly used to block anomalous activity. It can be used, for example, in rate limiters with the understanding that this makes various searches a little more expensive, but does not completely eliminate the problem.
It is unlikely that anyone will tell you in detail about how to do antifraud. To detect anomalous activity, various client fingerprints and behavioral analyzers are used. The main goal is usually not to get rid of it completely, but to make it economically unprofitable, and captcha can work here if used correctly and against the right vectors, where it really works. If registration on your site brings a few bucks that can be withdrawn or monetized without identifying an individual, it is unlikely that anything will save you from fraud registrations, so antifraud should start with business logic and maybe you are looking in the wrong direction.
