How to implement a GSM gateway with a voice greeting?

Minimum plan: It is necessary that a voice greeting be played to the calling client, ala "Hello! The company of Horns and Hooves greets you, the first free operator will answer you"
Maximum plan, greeting, tie two fixed phones to the GSM gateway, with internal numbers, with the ability to call, enter the extension number of the employee, voice menu (to receive technical support, press 1).
A full-fledged mini PBX + gsm gateway, until you pull it. We look closely at asterisk with fear, there is no experience and time for configuration and administration, + hardware, etc.
Mini PBX in the cloud is also not suitable, in our region there are no city numbers (800 makes no sense). Not unlimited, redirecting to the cloud is expensive.
The only option that I could google is Termit Sprut Universal, an average of 8000r.
The Termit pbxGate v.X (2500) GSM gateway would have been enough if there was a voice greeting (maybe there is, but I didn’t look well?).
