Is it possible for 2 people to use remote desktop at the same time?

When someone logs into Windows Server 2019 Standard via Remote Desktop, I am kicked out of the session. Accordingly, if I connect back, it knocks out the one who connected. Is it possible for 2 people to use remote desktop at the same time? And if so, how to do it?

PS TeamViewer is a good option, but it is paid, and its counterparts like AnyDesk are not even close to the same responsiveness.

Elementary. Each under his own account.
If there are no licenses for RDS, then two can enter at the same time, but solely for the purpose of administering the server. If there are licenses and the RDS server is configured, then two in administrator mode (with the -admin key) and by the number of licenses in normal RDS mode.

One desktop or all one server, but everyone has their own desktop?
If the latter, then the RDP service allows two connections - but it will not be one desktop, where two are fighting for a mouse, but two on the same server, but each has its own.
If the first - then thousands of them, though completely free only VNC
