Is it normal practice not to separate mobile developers by OS?

For example, require both android and ios developers in one person. How common is this, and for the most part in which companies - small, medium, large?

It's like the concept of "web-master": he must be able to do everything, even at the junior level. So the company is engaged in the development of small shit-projects.
