Is it mandatory to use TLS/SSL when setting up the "vsFTPd" FTP server?

Good afternoon!
All manuals for configuring the "vsFTPd" FTP server recommend configuring the so-called TLS/SSL. But, if we take REG.RU hosting as a standard, then they connect to FTP without these protocols. Simply by login and password.
How safe is it?
Or maybe they use other methods of protection?
Can I just use a complex password?

You can, don't use it.
FTP transfers all data and commands in the clear, without encryption. And the password too. Therefore, if there is a risk of intercepting traffic, then using ftp is not safe - an arbitrarily complex password will go in clear text.
Better to use SFTP
