Is it legal to use TEHO (Tail End Hop Off)?

Our company consists of many branches scattered throughout Russia and the CIS. Each of them has access to the city line through Asterisk. To save money, I would like to forward a call with a certain area code to the corresponding branch by IP, with the subsequent output of this call through the city line of this branch.
1. So, the question is, are there any legal prohibitions in our country on the use of city number A in city B?
2. And also a broader question - do I violate the laws of the CIS countries (for example, Ukraine and Kazakhstan) by creating such trunks?
I emphasize that this is only for corporate communications. We do not sell telecom services.

Yes, it violates the Federal Law "On Communications". Access to public networks (GTS / MGTS) in the presence of transit traffic (and your traffic from another region is transit) is allowed if you have a set of operator licenses for the provision of voice services, including if voice is transmitted as data (such a license has now appeared ), provided that the set of equipment is presented and handed over to Rossvyaznadzor (Asterisk in the RSN, as far as I know, no one managed to pass, but whoever needs it badly, they do it differently).
You may not receive your licenses if you work under an agency agreement with a telecom operator and are closed by its licenses (but in this case, the norms of the Federal Law “On Communications” are fully applicable to you and you are again a telecom operator - the provision of paid services and all that)
Licensing is not required if the telephone system does not have access to public networks.
By the way, all UPATS are required to have a certificate of conformity issued by the RSN. If your Asterisk has such certificates, then this is good, otherwise, theoretically, you can get an order from them, which can result in a serious fine (but they usually don’t go to operators).
In fact, everything can be done, it is very difficult to catch and the problem is only in internal control. The ability to make calls to another city from a branch means that half of the channels between offices will be occupied with conversations with leftist people. If somewhere in the branch network a prankster starts ringing in another city, then this can also result in big trouble. Do you need it?

Are you a single legal entity?
If yes, then you can drive the connection through the VPN, in which case it turns out that this is an intra-office telephone connection, and it is not controlled by any authorities. And no one forbade connecting external communication channels to your PBX.
