Is it legal to sell a console containing NES ROMs?

I want to launch my own console emulator of retro consoles. So the question is, is it possible to sell it with preinstalled NES, Sega, Atari roms? If not, how can you get around this limitation as conveniently as possible for the buyer? Can I offer to download ROMs from the site?
