Is it important in which country to publish an application in the App Store?

For the first time we are publishing the application (we are checking the idea), the question arose whether it is important to which country the Apple ID is registered from which the registration is being made (it is possible to make an Apple ID with USA registration). The legal entity has so far been registered only in the Russian Federation, but we will register it in the USA if it shoots. We also plan to register on Google Play.
Perhaps there is some difference in the app approval period, support or some other legal issues may arise. We will publish immediately to all countries.
The app is free with no in-app payments.
I would be grateful for any information.

No difference. Maybe only if some exotic country. I place from the Russian id on the whole planet and no problems.
