How to register in the Apple Developer Program/Google Play on someone else's/virtual card?

In the near future I want to register in the Apple Developer Program. In this regard, a few questions:
1) Is it possible to pay for an account using someone else's bank card? If possible, what difficulties may arise (they say on their website that there may be problems with this. For example, you will have to provide an identity card)?
2) And with the help of virtual, for example QIWI?
3) How is Apple doing with withdrawing money to ruble cards?

1) You can pay, because you act at your own peril and risk (until they either ask for additional data for confirmation)
2) I myself have a Qiwi virtual, there are no differences. The virtual machine is running in Apple. Everything went without a hitch.
3) When transferring to any card, there will be a currency conversion. If in doubt, use Web Money. You can create as many wallets with different currencies as you like.
