Is it forbidden to change EMEI in the CIS countries?
If yes, can you name the article in Ukraine or Russia?

Without waiting for an answer to clarify whether there is actually an IMEI under a certain “EMEI”, that is, a unique number by which your telephone is monitored, I will assume that the answer is yes - it is he who is meant.
Well, then it's easy to find out that at least in Kazakhstan, attempts to avoid this are prosecuted already * criminally *. Art. 213 of the Criminal Code is directly called: "Illegal change of the identification code of a subscriber device of cellular communication ...".
