Is it efficient to use virtual machines instead of a terminal server?
It is known that to deploy a full-fledged terminal server based on Windows Server, for example, for 10 users, you need to purchase 1) a Windows Server license depending on the number of cores, 2) 10 client licenses, 3) 10 terminal access licenses. For Windows Server 2019 Standard, everything listed costs an average of 140,000 rubles.
The company plans to use just such a configuration, but only for working with 1C Enterprise (that is, + the cost for using 1C).
The question is whether it is possible to use instead of all this economy:
1) 10 virtual machines with Windows 7 Pro (OEM), a license for one copy of which costs an average of 2000 rubles? Is OEM applicable-License for Windows 7 Pro, if I install on a virtual machine? 1C Enterprise and other software will be installed on each virtual machine. You can allocate 2GB of RAM and 100Gb HDD for each virtual machine.
or
2) 10 virtual machines with Linux (eg, Ubuntu Desktop), and using Wine to run a thick client 1C Enterprise? Will this work? Resources for Linux can be allocated very small.
or
3) just use the web client (thin) 1C Enterprise. But what is needed for this? Base file, not a DBMS. Will this work?
If there are other options, please suggest.

Oem can't be used like that. The rest of the options are some kind of trash.
Either you raise a terminal server for Windows and pay for everything, or you raise a terminal server for Linux with all the ensuing problems.
Of course, you can try the base in postgres, the server under Linux, and the clients under Windows without a terminal. I'm here xs whether this is normal - you have to ask the one who tried it.
From what I tried, the classic worked best. Windows terminal + msskl + scriptdriver for printers.
now there is already a "native" 1C version for Linux that runs without Wine
, and why not transfer the file base to the DBMS?

Why a terminal server? Put only 1c on the server and cling to it over the network or with a thin client to the web server. 10 users will work just fine.
