The hoster gives you two *.hdd files, what are they? sector-by-sector copy?
create a machine in the virtual machine manager, set the amount of memory processor network, add two disks, each from its own file, start the machine
if it does not start, then select the correct boot disk in the machine settings or change the order of the disks (I don’t know how your boot was organized)
If was efi, then you need to enable its support in the virtual machine, I don’t know if hyper-v has this option, but other virtual machines like qemu-kvm/virtualbox have support
Deploy VMBitrix on a virtual machine, not pure Centos, and copy the necessary configuration files to /etc/ (bitrix, mysql, nginx, httpd, php)_, the website \ sites data itself and the databases from them.
Or figure out why it doesn't start - for example, the disk names do not match in fstab, etc.
