Tonight I reinstalled proxmox Virtual Environment 7.1-7 from scratch.
On the proxy, 2 VMs are completely identical, only the characteristics in power differ
by 2 VMs. WS 2008 R2 is installed. The
1st VM hangs completely, after about 5-20 minutes of operation, the VM remains turned on but it does not available even from the console, in the summary, the CPU load becomes zero and does not react in any way. The
2nd VM works without any problems

I solved the problem, if someone encounters the same problem, I solved it in this way, proxmox of this version has problems, who has a sata HDD and does not have a cache, you need to set the additional parameter Async IO: native, after you set native, all problems are gone
if you will have a cache, then the Async parameter will already be threads,
but this is only for those who have sata HDD
