How to organize the optimal operation of virtual machines?

Good afternoon!
Computer with specifications:
Motherboard " ASRock X299 Extreme4 "
Processor " IntelCore i9-9920x Socket 2066 3.5Ghz 12 cores "
Video card " Gigabyte AMD Radeon RX 560 4Gb GDDR5 "
RAM 64Gb - 4 sticks " Kingston Hyper X FURY 16Gb 3200MHz " with integrated radiator.
Hard drive " Barracuda 1TB "
Water-cooled CPU " Iceberg 120 Rainbow " - dissipates up to 220W
Power supply 700W
Bought to work with a VM.
It's just that the CPU temperature goes off scale for 80 and goes into reboot. In the bios, I set all the fans and the pump to work to the maximum.
Here are some questions.
1. What am I doing wrong that the CPU is heating up?
2. What is the best VM to use? (It is only necessary on Windows, since the necessary programs are only for it) Now I use Oracle VB
3. Which main OS is better to install - Now it's Win10 - I don't know why I installed it. I don't understand this?
4. How many VMs, with the right approach, can be run on such hardware at all?

The VM is only needed to run Opera. That is, in fact - just launching a VM for using 1-2 pages on the Internet. Opened the page, climbed, closed. And so in each VM around the clock.

Thank you all in advance!

Check the temperature of the coolant, check / replace the thermal paste (maybe it is not there at all or the protective films were not removed when installing the water block on the processor).
Check the temperature of all elements of the motherboard. Look for overheating. Check the monitoring in the BIOS, is the processor really overheating?
If the processor overheats, switch to air cooling and see what happens.
Try to replace the operating system on the PC itself
There is a free Hyper-V Server. Windows, what did you put inside, so this is generally a question for a virtual machine, and not a host OS.
And add SSD drives to the system. Preferably normal, connected via the M2 port and having normal parameters in order to take full advantage of the NVMe SSD.

Install Proxmox or VMmanager. There were no problems with them.
Literally a month ago, VMmanager calmly kept 15 guest Win-2016 on such a processor

What exactly is launched in guest machines - operating system, applications? What is a host (OS)?
What heatsink is on the cpu? Where is the fan blowing?
I hope there is no dust?
What fans? Maybe put more? Install as large fans as possible - with a large diameter, thick.
In which direction are they blowing? Maybe change direction?
It also makes sense to look at the air path. I noticed that when air is sucked out by a fan on the rear wall, air is often sucked out from the area from which the fan on the processor sucks in air (although, of course, this depends on the radiator design). So, you need to put a "shield" (I made such ones from plastic bottles) so that it sucks hot air from the radiator.
I hope I have explained clearly.

Very strange decision to use virtual machines FOR the browser.
The browser is perfectly isolated by operating system profiles, moreover, you can even make a personal installation for each profile (if you need different versions), since they are placed in the user profile directory.
Look in the BIOS to see if virtualization is enabled, the option is called that, when disabled, the overhead costs for the operation of the virtual machine rise by an order of magnitude, instead of 20% losses - 80%
ps when using linux, you can use virtual machines that do not add overhead in principle, everything based on openvz/lxc/chroot etc.

For the processor - what the hell is water cooling?) A good ordinary “tower” is enough. Like the Noctua.
10 vm on a normal disk - before they suffocate, the disk will not cope.
The number of VMs depends on the total number of RAM and the total load on the CPU.
Windows - 10ltsc.
For vm - the easiest option is virtualbox. Well, or microsoft - hyper-v.
But to isolate browsers, you can simply use the sandbox program ...
