Is it dangerous to link to images from third party sites?

Suppose there is a comment system where you can insert links to images from any third-party resources, which then turn into <img src="...">, because there is no way to upload images to your server due to the small size of the available space.

no. This is not dangerous. but this entails the problem that if the image is deleted, you will not have it either.
as an option, I will advise using vk api to load images in vk. and from there to yourself.
ps and they also say that it is bad for SEO. that because of the heaps of links to other resources, the weight of the page is reduced.
