Is it allowed to publish an application on Google Play that can redirect the user to another application on Google Play?
In the latest revision of the Google Play rules, there is this fragment:
"Distribution of applications. It is
forbidden to directly or indirectly engage applications hosted on Google Play in the activities listed below, as well as receive benefits from such activities.
1. Distribution using false ads on websites , in applications and other objects, including false notifications of the operating system, services and applications.
2. Distribution and installation procedures that result in directing users to Google Play or downloading the application without prior request.
3. Unwanted advertising via SMS."
I understand correctly that it follows from point 2 that if my application at some point, if necessary, forms an Intent with a link like market://details?id=another.app.package.name and redirects the user to another application on Google Play , then this is considered a violation of the Google Play rules and my application can be banned?

It depends on how the redirect will be, if directly: the user launched the application and was transferred to another application, then this is a gross violation. In many applications, I saw the "More from the developer" tabs, all the developer's programs were listed there, with links to Google Play.
