Is it a normal exchange / site where you can buy Bitcoin and Ethereum for the CIS countries?

Good afternoon
Please advise the exchange / site where you can buy Bitcoin and Ethereum, preferably with which you have real experience, preferably foreign, since you are not very lucky yet.
I registered on 3 exchanges that are most advised on foreign sites, but unfortunately it didn’t grow together with them:
1) www.coinbase.com - does not corny support the CIS countries
2) etoro.com - seems to be a normal site, but they seem to be something they smoke, since the minimum deposit is $500 (I plan to buy for about 200-250)
3) cex.io - looks like a good site, but their support is at 0, verification of both passport and credit card has been hanging for a week, support does not answer questions
Therefore, I decided to ask a question, no one from personal experience will share a link to an adequate site or exchange so that you can buy Bitcoin and Ethereum (preferably Litecoin, but not so critical).

I use wex and yobit . On the first one, I don’t remember what I threw money through, on the second input-output through qiwi and there are some other options. btc-e (current wex) in August, the FBI found their servers. After 2-3 months they returned to life, but part of the money was lost. It is risky to keep money on stock exchanges, because. they will eventually either be hacked or shut down. There have already been many precedents. But you can buy cryptocurrency and transfer it to your wallet for storage.

If you want to buy for fiat (rubles, bucks, euros), then recently the largest exchange Binance gave such an opportunity , here is the news about it.
I think this is the most reliable option, since not everything is going smoothly with the anniversary (I used to throw rubles into the crypt through it)
