Is Indian code really that bad?

I understand freelancing. The main competition on foreign exchanges such as upwork has been and remains Indians.
Many write on the forums, I read a lot where that the code of the Indians is almost always bad, and customers who order from the Indians always get crap.
But now I'm looking through the profiles of such Indians on upwork and other exchanges - https://www.freelancer.com/u/tapsbharg and there are a lot of such profiles, therefore the question is why the Indians then do not have negative reviews and therefore why then their code bad?
As I understand it, they are the main strong competition?

There are no negative reviews because the customer receives a code that passes acceptance and formally meets the requirements. But in combat, this code turns out to be inefficient, buggy, and, most importantly, unmaintained and non-extensible. This is discovered a little later, when it is already unrealistic to prove the guilt of the performer.
There are just a lot of them, like the Chinese. Actually the culture in programming is similar. Push in the functional application through the roof. Of course there will be no quality.

1. I don't know who you call "Indians", but if the inhabitants of India, then:
