Is Indian code really that bad?

I understand freelancing. The main competition on foreign exchanges such as upwork has been and remains Indians.
Many write on the forums, I read a lot where that the code of the Indians is almost always bad, and customers who order from the Indians always get crap.
But now I'm looking through the profiles of such Indians on upwork and other exchanges - https://www.freelancer.com/u/tapsbharg and there are a lot of such profiles, therefore the question is why the Indians then do not have negative reviews and therefore why then their code bad?
As I understand it, they are the main strong competition?

And customers are often satisfied with everything, because. for 2 kopecks they solve their problem.

But in combat, this code turns out to be inefficient, buggy, and, most importantly, unmaintained and non-extensible. 1. I don't know who you call "Indians", but if the inhabitants of India, then:
