Is html / css + javascript and phonegap worth it if the task is a quick start?

Hello, tell me, please, is it worth using this combination if the main task is a quick start on both platforms?
The task is to implement a chat application with the ability to chat with people who are nearby (use geolocation).

We wrote a chat on sencha touch. Didn't make it to release. Terrible lags, especially lists, especially on android.
Now only native.

быстрый старт - в смысле сделать х пойми как и х пойми какого качества?
Я даже не могу корректно ответить на данный вопрос...
Модное нынче понятие быстрый старт, прям как авось прокатит...
