Is hiding blocks with display none bad for SEO?

There is a website with a responsive design. At low resolution, some blocks are unnecessary, but they contain links to other pages of the site and, in general, are an important part of the page. If you hide them through display none, what is the experience of the reaction of search engines to this?
And further. On one old site, which is laid out on tables, in order to form a responsive design, it would be convenient to hide the block in one place and show almost the same one in another place, at a certain resolution. The problem is that then in the code 2 almost identical blocks are obtained (or even 2 times 2 blocks each). This is very bad?

Hiding some blocks at low resolutions is a normal practice. There will be no sanctions for this. The main thing is not to hide blocks completely, especially text ones.
Two repeated blocks are also not fatal if both are used. Although you should avoid this if possible: the relevance of pages can be blurred.
