Is Github good for capturing verbal agreements (TO)?

The idea may not be very good, but nevertheless, this option came to the fore.
I, as a developer, start a project on Github with an approved TOR.
I commit all changes in the same place as commits or even new branches.
Maybe there are more elegant tools or will it fit?

If there is more than one developer and you need to track time and get time estimates, then it is better to use Redmine
