Good afternoon. Interested in the question. Is it possible to automatically deploy virtual systems with a different set of programs, system settings, profile, etc. Roughly speaking, some kind of master image and transfer parameters during deployment. In particular, a similar implementation on proxmox is of interest.

Proxmox natively supports cloning. You make 1 image with a basic set, clone or create a template and install the necessary programs for each role of the virtual machine. Clone again if needed.
If you need to install your own set of programs in Windows for each user, then this is AD installation of programs using group policies, and not virtualization ... Start a VM in the Domain and ... give the user a password and login.
