Is an NDA valid if I don't sign there? That is, I accepted the agreement online, sent a copy of the passport.

According to Russian law, even if information constituting a trade secret became known to you by accident, the owner of the information has the right to demand confidentiality from you and has the right to demand compensation for damages in case of disclosure. The form in which such a requirement should be submitted is not specified by law, but it is obvious that your signature cannot be mandatory (because the information owner cannot oblige you to sign anything in case of accidental access).

There are very significant requirements, first of all, to who establishes this regime and how he does it. In most cases, these requirements are not met.

And this is usually where everyone flies, because they imagine that by letting them sign one piece of paper, they have already introduced the CT mode :)
