The computer is excellent for the task at hand.
Well done seller.
But as the operating system, I would put Ubuntu.
1. The security issue will be resolved (antivirus, firewall, ....).
2. Free.
3. There is everything you need, including a package for working with documents (also free).

For YouTube and sites, it’s enough, for long-term storage of photos, you need to organize backups to another device, preferably in a different place physically.
In addition to the device failure factor, there is also the factor of users with low computer literacy, which bears the risks of both accidental damage to the photo archive manually by the user, and through various kinds of encryptors.
So the backup system must handle file deletions and replacements with care, especially bulk ones.
PS I would be careful with the old HDD, in addition to a low residual resource, it can be dull, and interfere with the rest of the system with its dullness.

For these requirements - quite, even with a margin

"Youtube on the big screen" - how big? If it has a resolution of 1920x1080 (or less), then anything released in the last 7 years is suitable for such requirements. There is even a lenovo tablet - connect it to the screen and that's it. If this is a 4K TV - well, you just need something modern, the configuration you have chosen is quite suitable.

With regards to long-term storage of photos.
Backup required. Because there is such a thing as "it deleted itself", "I pressed something and everything disappeared" and other encryption viruses. Therefore, a backup should be made on a separate box, this box should not have Windows, the owners should not have access to this box. Backup should be done on the initiative of the box, there should not be any permanent connection between them ! At the moment N, the box sucked up the data and folded it in itself - and the rest of the time it is unavailable from Windows!
Instead of a box, you can backup to the cloud, but backups must be encrypted, and not encrypted by means of the cloud or by means of Windows.

A good option!
An SSD is required, it has a system and a home directory with data. For archives and for bulk data (movies, videos), the second disk and HDD will do.
I collected a similar computer for relatives (about 4-5 years ago), but on Intel. OS Mageia Linux (KDE), installed the software they needed, showed where the difference is compared to Windows (previously they used computers a little, although they were over 60 years old), and that's it. I forgot about monthly (or more often) trips to fix Windows or clean viruses. Well, a couple of times I came on the computer - this is when Skype stopped updating (it switched to the web version or something else, I don’t remember), and install the printer again.
As for the rest - photo-video, the Internet and all kinds of paper-tablets to make there - it does not cause any problems for them.
PS
Only strange - why are they pensioners? Age is nothing. Still young. At this age, people only pretend that they do not understand and do not understand "these are your campers." It's just that they are too lazy to open their eyes and read what they see on the screen, and to penetrate a little, it's easier when someone comes and does everything for them. But in fact, they can do everything and understand everything. I once came to my grandmother to look at a computer. So she was then 73, and on the stock exchange she twirled bucks-shares and some other dregs, I understand this less than she does. But the account there was for several thousand dollars, I saw it briefly on the screen.
