Is a Payoneer account Russian for a Russian citizen?

Registered at the end of 2017, sent documents for verification, all the cases. Now I want to withdraw dollars from there to a foreign currency bank account. Technical support advised that if the Payoneer account is mine AND is a Russian account, then the currency control will not find fault at all, which is very attractive.
It remains only to understand - is my account with bucks in Payoneer a Russian account?

Payoneer is not a bank and does not provide an actual bank account.
Also, I would like to clarify that it is possible to transfer funds from a Payoneer account only to a Russian account in local currency.

The easiest way is to ask about it in Payoneer support, but I strongly doubt that they are registered in Russia as a banking organization.
Regarding currency control: when transferring funds from your currency account in one Russian bank to your own currency account in another Russian bank, you really do not need any supporting documents, you just need to fill out a certificate of currency transaction with the appropriate code.
ps right on the Payoneer website it says that you can withdraw funds in national currency:
Accordingly, if you do this, then you will bypass currency control altogether, because. it only applies to currency receipts.
But at the same time, most likely, you will lose some funds on the conversion rate.

without valcontrol - their payments are in local currency, xs only is there for Russia
