Is a music blog with song examples a legal issue?

There are lawyers and copyright specialists on Habré, so I hope that I will be able to find the answer here.
Essence of the question : there is a desire to make a blog with short presentations of very different and not too mainstream artists. Of course, without tracks or clips, these presentations will be incomplete. But in light of the ever-increasing attacks of copyists on our cozy Internet and the upcoming SOPs, two questions are of interest:
1) How long will such a resource live on the network? (it is clear that if he does not become in any way visited, then he will live for a very long time anyway)
2) Are there any simple tips for the peaceful coexistence of people and those who are against freedom on the Internet? :) (it is clear that reselling / giving away other people's content is bad; but this is not the goal. At the same time, contacting every artist / label to ask permission is simply unrealistic)

In most cases, a fragment of the composition will suffice. In the USSR, credits were cut off and the movie was shown at the box office under the sign "film fragment" and the wrong money was deducted.
You can also mandatory issue a link to stores where you can legally purchase the entire concert / album / track in any of the formats. In this case, the author would be foolish to demand to remove the fragment.
