Is a file server on Windows just a solution?

I welcome everyone!

We have an office of 3 cars.
We use free dropbox to share files between machines, outside the local network access to the file is not required.

I would like to raise a certain folder on one of the machines, with the ability to:
1) version history with the ability to track who did what (user2 deleted the file)
2) data backup (file versions and deleted ones)
3) recycle bin (?) I don’t know, I need or not

Run it all on one of the machines (We didn't get hold of a separate server).

Advise a solution please, easy to install, configure.

If dropbox suited you, then this is an open source solution that does not require a server in principle.
It is installed on users' machines (it is best to set it to autorun via task scheduler), web interface in the browser, supports win/linux/android and I know for sure there are projects for mac/iphone. Allows you to set up multi-level copying, while between nodes you can configure both bidirectional and unidirectional distribution of changes ...
for example, you can configure it so that the Internet is not used to synchronize data between office and home, but a local network and an intermediate carrier - a smartphone are used.
ps version history - a text log (there is a lot of extra stuff, but this is suitable for the task), baskets - no, but as I already said, you can select a node for unidirectional file movement, it seems that there is control over file versions, but I personally did not use it, if anything, unsubscribe , how convenient it is there
pps it is better to leave version control at the mercy of other programs, for example git (there is a graphical interface for windows, and not one, look at tortoisegit), since it has storage in files, it will be compatible with syncting, which works with files , and everything will work more or less efficiently without an overhead.
