With experience comes an understanding: how much memory is needed for certain purposes, and maybe not only memory. For everyday tasks I use exactly the one you describe, but there are times when a working MacPro is completely stuffed and barely spins.
Personally, I'm more concerned not with the amount of memory, but with the screen resolution ... 2019 is in the yard and "Adobe" has not taught their programs to work with Retina / HiRez screens. Often you have to connect an external monitor in order to see the picture in Photoshop in the actual pixel size. Sadness...
Even without Adobe, it's not worth it, except to use the browser. Or vice versa, do not run it.

My FS does not close, a lot of tabs - now in the monitoring system it shows that it ate 3GB. At the same time, in Flash you can always limit the consumption of RAM, the only real disadvantage that you may encounter is on very heavy layouts, if you quickly scroll, then the content is loaded after some time.
Depends on the price. If around a couple of hundred bucks, then you can take it as a portable device that you will occasionally use.
But for a permanent basis, it is better to take something normal.
