Is 4gb of ram enough for the web?
I choose a laptop to start on the web. most likely it will be - i3, 4GB of RAM, ssd. norms?

If everything is bad with money, then 8 G. Minimum.
Better - 16 G, but this is no longer critical.
It won't be enough. You can use lightweight Linux and some i3 instead of KDE, Unit, Gnome. Instead of FF and Chrome, use Otter Browser (Opera 12) or other forks. And well, SWAP, probably 6-8 GB, on an SSD would be nice.
Take a laptop with two slots under the OP, then to add.
4 - very little. If you work in a team - 16, if you are alone - 8 should be enough. If you are going to use Webstorm or PHPStorm, then definitely 16.
Browsers are now very voracious, and together with the IDE they are the main developer tool, but for good you need to learn how to use Docker or the assembler will be launched on some webpack.
