All these are formal parameters and estimates that are given not for blind following, but in order to assess the situation and understand what can be optimized.
If Google says there is render-blocking CSS, but you know it's not a problem, then so be it, don't worry too much about it. Always critically analyze the assessment and do not chase abstract parrots if it does not make practical sense.

There are more important ranking factors and more important things to spend time on than chasing nice numbers that maybe someday will give a micro boost to something.
