Iron video encoder with hdmi/dvi/vga connection (options)

Tell those who know who came across, perhaps acquired and used, and maybe even homemade.

Interested in a hardware encoder for real-time video coming from the video card, with the ability to transfer compressed traffic, without unnecessary delays (there should be no extra buffers) back (or to a nearby) computer, if there is a ready-made solution with ethernet with TCP support (i.e. . the ability to adjust the codec to the channel width and the current connection quality) is even better.

The format will suit even mjpeg or analogues (after all, mjpeg is frame-by-frame, and here any video codec, at least with support for key frames, would be much more efficient in terms of traffic).

ps options with coding using any piece of hardware in the computer are also welcome, support for winxp / vist / 7, but only on condition of universality and support for any video cards (the main popular or top ati / nvidia are enough). The problem is that not for every application (games as an example) you can get a real image, there will be bundles, flickering (I can’t explain, I went through different vnc implementations and just screen grabbers).
Plus, the processor is stupidly not enough for high-quality processing of FullHD video in real time, only if someone implements an OpenCL-based codec.

In general, SandyBridge / IvyBridge processors have a graphics core that can encode without CPU load.
