The essence of the problem is this, the provider limits IPTV to its channels (10-20pcs) (The rest of the IPs are blocked). I would like to watch other channels, is it possible to forward the broadcast through VPN?

It depends on how IPTV is implemented in your particular case and on how the VPN is going to be implemented.
