If you are creating a new VPN network, then come up with and specify this key. If you are trying to connect to an existing one, then the network administrator must tell you this key. Apparently the shared key is PSK (pre shared key). Such a translation.

are you sure you have l2tp/ipsec? Most likely you have pptp. (type->pptp)

I have the same problem. I created Microsoft VPN (Routing and Remote Access) in the L2TP settings I specified Pre shared key. You can connect from a computer without any problems. And from the phone, in addition to the L2TP key, you also need to register the ipsec key. In the server settings, I did not register this key anywhere. And in the phone by default you need to register this key. Otherwise, the settings cannot be saved.
