I use Utel “anlim” on a usb modem (that is, 10GB per month at full speed, over 10g the speed is cut down a lot). But I never exceeded 10GB in a year, that's enough. The speed is almost always good, in the evening, of course, it drops a little, but within reason. I pay 120 UAH per month.
When choosing an operator, take into account the tariffs, 3G current for Utel, for the rest of grps.
But! You can buy traffic from the rest separately, of course, the speed will be less, but if you are not going to spend a lot of traffic, I advise you to go through ops sites, you may find something interesting.
Personally, I changed Utel to MTS, I have 30 meters a day for free, not a lot, but I don’t spend anymore, ICQ + mail + a little Internet + checking new products in the app store and quality. sometimes.
If you read only mail, then take Utel without a contract, I use it myself on my iPad.
If you use the Internet a lot - 5/10GB tariffs are 60 and 120 UAH, respectively (± 10 UAH).

The rest of the mobile operators simply say "mobile, wireless Internet", which is actually edge Internet, and it all depends on the amount of megabytes consumed. But most likely the best option will be between Utel\Kyivstaro-Beeline (performed a merger).
