IOS: Is it possible to automatically pair an iPhone with a Bluetooth device from an app?

Question for IOS developers: is it technically possible to write an application that works according to the following abstract algorithm:
- The user brings the iPhone to the NFC tag.
- The tag is being read.
- Based on the tag data, the iPhone connects to the specified Bluetooth device within range.
- A certain command is sent to the device via Bluetooth.
- The Bluetooth connection is closed.
B if such an application is technically feasible, what will be the delay from the moment the NFC tag is read until the command is sent via bluetooth?
