Interruptions with CABLE Internet, sends to the check page of the mi brand ROUTER (which is not) - why?

Hello everybody! Literally the day before yesterday I came across such a problem: the Internet goes through my cable, I don’t keep any routers at home. Some incomprehensible network freezes began (the day before yesterday I suffered with this for about an hour and a half, yesterday - 30 minutes), the pages loaded for a very long time, once every 5-10 minutes they were “dropped” altogether, and a bar popped up from above “you must enter this network, to access the Internet."

I am far from being an expert in such matters, so I can’t even understand how to humanly compose a request in the same Google. I would be glad if you tell me what it could be, and how to make sure that this does not happen again, because I work from home, and such interruptions really interfere with the work process. I turned to the provider, but he couldn’t say anything sensible :( The first time the master came to me, but at a time when this glitch had already passed. When I showed him the screenshots, he said something about a crookedly installed router, and that the provider himself The second time, when this glitch lasted for about half an hour, they told me that the remote network check did not find anything, and the problem was not on their part.

Perhaps this is a consequence of two circumstances:
- your provider is shit. Keeps all (or several) clients in the same Broadcast Domain.
- your ISP neighbor inserted the ISP cable into the wrong port of the router.
As a relationship, the IP address is not given to you by the provider, but by the neighbor. With all the consequences.
