Internet connection error, how to fix?

Recently, the error "No Internet connection" (in a dialog notification) began to pop up. This only happens when Wi-Fi or mobile data is turned on and off. There is a possibility that this is how one of the installed applications is "joking". Is there any way to track down what kind of application it is? If it is related to the system, then how to fix the error? (ROOT no).
