Please help me find an "internet accelerator" that uses its own protocol, like SCTP, over TCP. I'm interested in the very name of the protocol, or the program itself. The program is Russian-language, was on Habré, I can’t find it.

Any protocol over tcp will not give you any noticeable "acceleration". The delays will still be the same, the content size will not change either. Again, the content download speed will not be higher than when using the same tcp.
A few different kinds of compressors that compress pictures with loss of quality will help, you were given links above. Or simply disabling images, which, unfortunately, in 90% of cases will greatly distort the pages, because. Most site developers do not even think that someone can disable the download of their amazingly beautiful pictures for several tens of megabytes. =)
