Intermediate server for receiving and forwarding GPS packets to Wialon?

Good afternoon!
Such a problem, my local mobile network provider has blocked the wialon service and refuses to unblock it (there is only one provider in the country, it will not be possible to change it).
I have a VPS server, I want to make it intermediate between my GPS trackers and Wialon, so that the intermediate server receives packets and forwards everything it receives to Wialon's ip address.
I tried to configure nginx reverse proxy, but the data was sent in a modified form.
Question:
What service can be used on the Ubuntu server to receive and forward packages in their original form (without modification)?
That is, I set the ip and port on the tracker, and the tracker starts sending packets to my VPS. Then the program/application/script receives the packets and forwards them to the Wialon IP and port.
