Interest-free interest on Alfa-Bank credit card?

Today I took a pre-approved credit card from Alpha, and these people surprised me with their loan offer.
The bottom line is that after activation (!) The cards are given a loan offer for signature, in which there are 2 strange points:
1. An order to transfer money to a charitable foundation if the credit card has not been used for six months and the balance is from 0 to 1000 rubles.
2. The total cost of the loan "in case of full repayment of the debt on the loan during the interest-free period of using the loan" is 9.99% per annum.
Who can explain what kind of bullshit this is, how much will have to be returned and what this strange and incomprehensible clause threatens.
PS In the reference bank, they assure that these percentages are the cost of servicing the card (these 625 rubles are specified separately in the offer). But the numbers do not add up, even if you count by the credit limit.

I have an alpha credit card for the second year. I have never paid any interest, because always fit within the two-month interest-free period. I had a special offer, because the first year I did not pay for the maintenance of the card. The second year paid approx. Yours - 625 rubles.
9.99% - this should really be the full cost of the loan, if you count the annual fee for servicing the card. Plus, there might be something else. I still have Alpha-Check enabled there. I remember at one time I thought everything came together for me.
But if it is not clear to you, then it is really better to ask a specialist in the department and clarify what the total cost consists of.
I repeat, I have been using it for the second year and I am only happy. It helped me a lot to have a reserve of money just in case. Plus, I regularly pay her for all online purchases at dx.com, aliexpress.com, ebay.com, amazon.com, etc. Linked to PayPal. Great item overall :)

You can refuse charity. Just don't subscribe to this clause, that's all. That's exactly what I did.

alfabank.ru/f/1/retail/docs/general_conditions_20100915.pdf

The Bank provides an interest-free period for using the Loan if the condition for the interest-free period for using the Loan
(including its validity period) is contained in the Notice of Individual Credit Terms/Loan Offer/Offer of
Individual Conditions for Issuing a Credit Card

Was it like that?
