Integrated Development for brackets, how to fix encoding issues?

Please help me figure out the plugin for Brackets - Integrated Development.
Installed the plugin, changed the path to php.exe as mentioned in an earlier question .
But I have problems with the encoding and with the php_imagick.dll library (I use OpenServer).

How to make the result displayed as on the screen?
