But when you go to My-Server/phpmyadmin/, a form for entering a login and password appears - then after entering the necessary data, the x-httpd-php file or something like that is simply downloaded.

I solved the problem by editing the configs.
It turns out that one of them contradicted the other.
Symptom - PHP is not working.
a) enable PHP
b) NEVER install PhpMyAdmin with apt-get install or similar.
so, download the PhpMyAdmin archive, unzip it to the right folder, set up hosts, connect php and you will be fine!
