Installing Windows 8.1 and transferring the HDD with it to another computer. Can this be done without fear?

In order not to set up the necessary computer for a long time, I want to first install windows 8.1 on a hard drive on another computer and transfer the drive to the right one. Usually windows itself is automatically configured on the new hardware and works fine. Can there be problems after?

You can do this, but this does not mean that Windows will start without problems on another computer.
If the computers are not absolutely identical, it may not start, or it will start but there will be problems.

Yes, it will work, Windows has built-in migration tools, and 8ka runs well from PC to PC. there is a second option, through acronis make an image and deploy it on another PC

I don’t know about everyone, but by coincidence at work, the disk with win8 downloads and has changed at least 10 computers, it works like a clock. It's just that at the first boot, the installation of equipment is written and loaded further. Configurations are as different as possible, even prots and vidyahi. The most unpleasant thing that can happen is if it does not find a driver for the network card, but there is always usb-to-ethernet for this.
Of course, you can catch a bsod, but since 8 it has become more and more difficult to do.

it will most likely be a bsod on boot

At the first reboot during the installation process, turn off the donor, transfer the screw to the target PC and Windows will set itself up based on the new equipment. When transferring a railway with, for example, ten installed, Windows starts up with a bang, only firewood and licenses fly off.
But on the seven, yes, bsod.
