A group of enthusiasts plans to organize an online library, like Flibusta flibusta.is .

One technical specialist is needed, the development period is a month. It is possible to attract a layout designer at the beginning. Further, content managers are needed, they can be dealt with, or you will fill them yourself if you are enthusiasts.

You need to go from simple to complex, do not think about heavy loads and cloud storage yet, but take this into account when choosing tools. You need a project manager who would competently prepare the TOR, prototype and all that, and supervise the whole process. We need one competent web developer, designer and content manager. Of the tools, I would not take CMS, but would choose some popular framework and a popular database like mySql or postgreSql. I would have washed down everything on a cheap hosting for 200 rubles. And then I would solve problems as they come.

Economical and fast: WordPress front-end.
Files put under the table in the most literal sense.
Take a regular dedicated server for 50-100 euros per month in the Netherlands for front-end and file sharing.
