There will be no difference for which it is worth reinstalling the OS. It's not PHP 5.5 to change to 7.4 ...
Much more usually depends on competent settings than on the freshness of the version. If there is some kind of direct breakthrough in performance, they usually actively write about it and all that.

It is impossible to give a definite answer to the question.
Measure and find out.
In general, there should not be a big difference in performance.
But the difference will definitely be - either the performance will be slightly higher, or lower. OS is different.

There are two reasons for updating the OS:
1. Support for a particular OS version has ended.
2. You need functionality that is not available in the current version of the OS.
In your case, the versions of the web server \ php packages will be approximately the same on both Centos 7 and 8.
For nginx - when using the official repository - they are generally the same, php - when using the remi repository - most likely they will also be the same.
