Installing ESXI on hyper-v win2019. No Network Adapters?

Trying to install ESXI on Hyper-v win2019,
but the Installer keeps saying No Network Adapters. I tried 6.7, 6.5, 6.0 versions, integrated the net-tulip driver, I use a legacy adapter, but it's always the same.
