Installing Arduino IDE on UBUNTU 18.04?

I am having a problem with the Arduino IDE on my Linux Ubuntu. Previously, he sat on Windows, worked for himself, did not touch anyone. But then I switched to Linux and decided to install the Arduino IDE. There were a lot of problems here. I tried to install both from the official site and via apt-get. Nowhere to fill in the sketch does not come out. In the one installed via apt-get, the Serial ports option does not work at all and I cannot select a port there. In the one that the site gave an error avrdude: stk500_recv()
. Then the option to select ports also fell off.
Here is a list of all the functions I have done:
1) Adding a user to the dialout group
2) Adding a user to the tty group
3) Installing java , avrgcc
4) Send the signal directly through a command like echo 'siom' /dev/ttyUSB0. Then the RX LED lights up. This means that the arduino is working (which there was no doubt about) and the PC sees it
