IP blocking by traffic?

How to block an IP if, say, it sends more than 100kbps to the server on port 443?

Google iptables rules - there are many variations.
if it sends traffic, then it means it works with the port - why block it ??.
if there is an attack and the port is bombarded with a bunch of left packets, then set fail2ban.
if any other need is required, describe it clearly, concisely and point by point.
