- why a blade for a small project?
- the main question - why do a separate server for any kind of development? What does not suit the available laptop?
- why a blade and not a unit, for that matter?
- what to do with it at home?
The only reasonable explanation is an attempt to breed a sucker for money.
It all depends on the model and manufacturer, basically a server blade without a chassis is not operational
As already mentioned above, you need a chassis, it was possible to launch the blade separately only on my hp gen 6, and this is already antiques, which is why they cost a penny.

Are you offered just the blade, no carrier chassis? Nothing then, because it won't work. It's like trying to run a graphics card without a mother. You will need a chassis and rims (if the blade does not have its own).
It's easier for you to buy a virtual server and not worry. For the price of your blade, you can develop for a couple of years on Digital Ocean or Hetzner resources. If you need a hardware solution, rent again Hetzner, Soystart, Kimsufi, Scaleway.
