As they say on reddit, so many questions.
The whole question is one continuous cognitive dissonance.
- why a blade for a small project?
- the main question - why do a separate server for any kind of development? What does not suit the available laptop?
- why a blade and not a unit, for that matter?
- what to do with it at home?
The only reasonable explanation is an attempt to breed a sucker for money.

It all depends on the model and manufacturer, basically a server blade without a chassis is not operational

As already mentioned above, you need a chassis, it was possible to launch the blade separately only on my hp gen 6, and this is already antiques, which is why they cost a penny.
Better buy some supermicro or ibm or hp gen 8 360

Are you offered just the blade, no carrier chassis? Nothing then, because it won't work. It's like trying to run a graphics card without a mother. You will need a chassis and rims (if the blade does not have its own).

It's easier for you to buy a virtual server and not worry. For the price of your blade, you can develop for a couple of years on Digital Ocean or Hetzner resources. If you need a hardware solution, rent again Hetzner, Soystart, Kimsufi, Scaleway.
There are inexpensive iron servers...
In general, the server at home is an overhead. Do you know how they make noise and get warm???

You need to know what is in the composition and what is needed for a full-fledged work. There may not be hard drives, coolers and other things, and it will also be impossible to install it so simply, it will probably require a chassis, storage and other things ... But honestly, I don’t know why you need it this way. Most likely, I would send the offerers far away. And you should decide on what load will be and what is needed for this.
