Inspector in Chrome showing wrong permission?

I'm testing media queries for responsive layout and noticed that the element inspector in chrome shows the wrong screen resolution. For example, I set the header to be red with a width range of 700px to 1000px. And in chrome it turns red at 750px and up to about 1050px.
Moreover, I noticed from the video tutorials on layout that others also use media queries not according to the given values.
I would like to understand: is chrome showing the wrong width resolution or is it just not using media queries from the right size?
